The operational level (level 4) is the minimum required proficiency level for radiotelephony communication in aviation by ICAO contracting states . ICAO has urged contracting states to extend the deadline for compliance to March 5, 2011 under certain conditions. The descriptors for vocabulary and comprehension for ICAO level 4 refer to "work related topics". This course has been developed for those pilots and air-traffic controllers needing to prepare for their English ICAO operational level 4 language proficiency testing.
